I know Boost is opposed to including GPLed code or depending on non-Boost and non-standard libraries, so Boost code shouldn't come from the GNU Scientific Library. However, if some people wanted to work on developing an interface without having to worry about implementation, maybe they could start by developing a Boost compatible interface to the GSL.
Wouldn't that violate the GPL? After all, such an interface would not be of any use without the GSL, and the same would be true of any program that relied on the interface.
